Of course it is turned on but the settings say it is off and nothing seems to change it.

My box has been reset multiple times and nothing solves the problem. It is pointless to keep doing the same thing over and over expecting different results.

It sounds like the Voice Guidance feature is turned on. You can turn off this feature from the Cox remote by completing the following.
1. Press the B button to access the Accessibility Settings Menu.
2. Press the Down Arrow button to access the Voice Guidance On / Off window.
3. Use the right arrow and press OK to turn Voice Guidance On or Off.
You can use the voice command to control the Voice Guidance system as well by pressing the MIC button and saying, “Voice Guidance Off.”
You can also manage Voice Guidance through the Settings menu by Pressing the Contour button on the Cox remote to access the Main Menu.
Use the arrow buttons to highlight the Settings gear icon, then press OK. From the Settings menu, press the down arrow to highlight the Accessibility Setting, then press OK. From the Accessibility Setting, arrow down to highlight Voice Guidance, then press OK to turn the feature On or Off.

As I have stated before, I have done all that many times and nothing changes. One sign of insanity is doing the same thing over and over expecting different results.
