Cable not working!

I'm getting very frustrated! I keep getting the XRE 03090. It's happening on all channels except for Fox 8. I can't access anything on my DVR either. This has happened a few times before, but it seems to be getting more frequent. I've manually reset all boxes and the wifi router. Still nothing. What is going on? What else can I do?
