New report: I just tested it out. I called my cell phone (left it in a room with music so I could monitor) with the phone connected to my Panoramic modem that has the dropping issue and let it run out for an hour and 15 minutes and---no dropping. It was either the reset - not just reboot of modem. Either that or because I changed the tel line in the back from 1 to 2. It's easy enough to try either one or both. Good luck!
