If I had to guess, it is by design. Most people want call waiting because they don't want to miss a call. So if someone calls up with call waiting not working, it's easier to reset a modem then have to guide the customer to the website.
That would explain the default choice = ON and I agree. But the reason the user selected choice is not retained when the modem is rebooted is probably because the selected setting value is stored in the modem's RAM. When it's rebooted, everything is reset.

I'm only guessing. Storing the value in RAM is one possible explanation for why it's reset when the modem is rebooted. If call forwarding is handled differently, then that setting would not be stored in the modem's RAM. But it's also possible that a reboot runs a script that resets values.

Yet all other settings seem to stick through a reboot of the modem. As for storing configuration choices in RAM, there is this thing called non-volatile memory that's been around for a couple of decades. It magically allows information to be stored without power--every $5 thumb drive available at the checkout counter at CVS makes use of this simple and cheap technology so there is no reason for a modem to not have non-volatile RAM. Even if the modem is incapable of storing settings through a reboot, it would be a simple thing to keep my choices in a database profile and download my choices as part of the start-up sequence. I'm assuming that's what's happening to the other options like Voice Mail or Call Forwarding unless those are not functions of the modem itself but somehow Call Waiting is. It truly is annoying that I'm not in control (for any extended time) of my choices for Call Waiting. I can change this on my cell phone and it doesn't revert to a state that I don't want but VOIP technology seems to be on the fringe of COX's capabilities.

Precisely! Only Call Waiting resets to ON after a reboot--all other preferences are restored to what has been set by the user.

And what COX wants is not what I want. I'm paying them for phone service--not the other way around. I appreciate the support and the knowledge that others are affected by this annoying bug. Nothing will make it to the support staff (those that are not AI bots) and nothing will become of this as it is a problem that COX knows about but does not wish to correct. If the modem caught fire every time it rebooted, there would be a fix. COX really doesn't give a hoot that I have to continually reset a feature that I don't want. It doesn't affect their bottom line so it will not be solved.
I may have to reconsider AT&T fiber which became available at my place. I hate AT&T even more than COX but I may have to choose a company that will annoy me less on a weekly basis.

I've always wondered to whom threats to leave Cox are directed. I'm not trying to be mean, but this is a user forum. No one here cares if you change provider because a phone setting is reset when your modem is rebooted.

Quite true. Just exasperated from dealing with this ongoing bug for 3 years. And from what I've learned here others are in the same boat. The main thing that had kept me from going to the competition is that AT&T doesn't provide cable TV. Now that I've given that up and will subsist on streaming services only, the alternative to COX is more in line with the services offered.
