Dialtone is okay but no phone service in or out

if one tries calling they get recorded message saying "sorry due to telephone company facility trouble your call cannot be completed at this time".

If I try calling any number I get busy signal every time

phone was working fine before, this same exact problem has been reported by others here

technician is coming tomorrow, if Im charged for anything I will cancel my cox service after over 10 yrs because it may happen again with their phone modem, never had any problems before with their service they switched to phone modems
