The bill from Cox has www.cox.com at top, but below that is the "Your bill is available" subject and below it From: Cox Communications (mynotifications@cox.com). When you print the email, the top part with www.cox.com in it doesn't print.
The reminder that your bill is due in 7 days is from Cox (no-reply@mc.cox.com)
After Cox finished a scheduled shutdown the email they sent was from Cox (residential@em.cox.com)
Wildfires and connectivity: How to Prepare was from Cox (residential@service.cox.com)
All of them were sent to my email address that is failing to receive emails sent by Cox tech support (or whoever it is that replies to my email to cox.help@cox.com.
It appears that part of the email you received originated from mynotifications@cox.com. But, none of the emails you mentioned were sent directly to you from a @cox.com email account. That could be an indication you are blocking email from that domain. Or, you may have malware that's blocking @cox.com email.
Edit: Sometimes I get really annoyed with the Forum's text formatter.

I haven't blocked anything with Cox in the address or subject line but I will delete all 300+ blocked address. I haven't blocked any domains. Malware is a possibility but I run Security Essentials first thing every day and the Malicious Software Removal Tool every month. Why would malware only block Oox?

You might hold off on unblocking addresses to avoid unintended consequences.
My original thought was that the "Cox" email you received was a fake Cox email. If that had been the case, it could have contained malware to block legitimate email from Cox. But, Becky's post said vendors occasionally send emails and you indicated this is an email you routinely receive. It just seems strange that billing notices are coming from a merchant and not from Cox directly. However, that doesn't change the apparent fact that something is blocking email sent from a @cox.com email address. I understand you didn't block Cox, but maybe double check.

I did double check first. In my last 2 emails to cox help I asked them what Cox email address was on the emails they sent that I didn't receive but didn't get an answer. On the phone call I got from them today I asked about faxing me the emails but she works remotely and doesn't have access to them
