You have to enter your password from your primary user account to be able to connect to it.

Silly question, but is it possible somebody simply named their network CoxWifi and put WPA encryption on it?

I don't think the OP knows that he has to enter his password from his primary user account. Why don't you find something else to do with your time 👎

i'm retired. All I HAVE is time. Of course in a week, a friend is sending my his broken alienware computer with an I9 for free, so some of my time will be taken up by troubleshooting/fixing, and putting IT online instead of my Dual Xeon E5-2690 V3 Precision.
