Why do I pay for Internet Ultimate Classic 300 and my download speeds are pathetic?

We pay for Internet Ultimate Classic 300 for supposed high-speed internet but when I run a test the needle barely moves. My download speed when has checked was 8.5.  have upgraded both the modem and modem to Cox approved Netgear models. In addition we now experience far too frequent internet outages.
