Old house or new? It's neighborhood may not have a coaxial system but instead a fiber-optic system.
No phone outlets (RJ11) is weird.
You can research types of cabling via zip on this site. Ignore the ad at the top of the list. Look at Connection for each probider. Cable = Coaxial

It's an older house that's been totally remodeled. The neighborhood is a bit older too

If you have a realtor, put 'em to work researching why no communications. An easy tell would be walking the outside looking for a Network Interface Device bolted onto the house. Do you know what this would look like?

I'll ask her! I don't remember seeing that on the outside of the house, we'll have to go look again. Thank you! If that's on the house, will it cost less to install cable outlets?

No because you wouldn't pay to have a NID installed. I don't know...maybe it'd be a cost of the overall initial install.
You're the customer. Put her to work. She can drive over there and check and report back to you. Make her earn her 6%. If needed, she can call the seller, who'll contact the contractor and if somebody didn't want to pay for the wiring...knock the cost off the price of the house. Which would be $5K (hee, hee).
