I agree that OP should not post private information about themselves on a public forum. but since they did, I was able to take a look via google maps. I see underground wiring and many houses close together, which I think might make it harder to find the source of the problem. I also found a picture on zillow that shows what looks like beat up coax going along the bottom of the outside wall that looks exposed. Technician may want to start there if not already corrected.
