Slow xbox downloads

I've searched the forum and the official response appears to be that cox does not throttle xbox or any other services. So my question is, why when I download a game to my PC using XBOX live for PC do I get 25-30Mbps, but when I connect to a VPN service I get 250+ Mbps? I've disabled all QOS on my router and I can reproduce the issue with the PC connected directly to the modem. I'm not running any A/V or other utility that would mess with my internet connection. Anyone have ideas?

    Taking a different path to your destination often will produce different results. I'd suggest for starters signing into your https://bit.ly/2h3A2u0 account with a wired connection and try testing your speeds there to see what results you're getting in-network.
