Signal Noise

I live in an apartment complex in Baton Rouge, for the past three weeks I’ve been dealing with signal noise. Is there anyway to fix this issue because I can barely do anything on Wi-Fi for less than 10 minutes. I’ve had a technician come out to replace the router hoping it would solve the problem, it didn’t. Really just frustrated at this point as I’m paying for internet that isn’t working.
