Service outage

This is a statement more than a discussion.  Lately it seems like our internet service is down more than it’s working. We are dependent on the service for work etc. Do we get a discount for all of the inconvenience caused by the loss of service?  Cox seems ready to charge for any changes or upgrades in service.
