Service Outage in Manchester, CT

Does Cox actually know when service will be restored in the Manchester CT area? I have had no internet, tv or phone since 10:15 Tuesday night. All the automated system does is change the estimated time for repair. Although it has told me twice it was fixed but it really wasn't. I hope they plan on crediting my bill for the amount of time I'm without service.
