It would make sense that the same ports blocked for IPv4 would be blocked for IPv6. It's about blocking specific traffic. Why would it matter where the traffic is going? Can't find documentation other than people saying as much on Reddit though. Also, do you mean blocked by Cox's network or blocked by the Panoramic gateway? I have heard of the firewall in the Panoramic gateway causing problems with inbound IPv6 traffic. However, if you are concerned about inbound traffic and IPv6, you probably should be using your own router.
What is the overall problem or what are you trying to do? What is your network made of and how is it configured?

i thought the same when it came to ports being blocked on both ipv4 and ipv6.i did chat with an agent and though they said they do not block ports on ipv6.they did not seem to be entirely certain.
i am working on accessing a device on my network so i can view/add files.
i have a separate modem and router with my devices connected to them through wifi and ethernet.i do use dns and openvpn but still not able to access my device outside my home network.
i am also talking to the router company about ipv6 ports blocked for incoming traffic.i know there is no option to edit ipv6 firewall and is by default enabled. i am trying to rule out what could possibly stop access outside my network.

While in a native IPv6 environment it's true that all internal devices have a public routable IP, most if not all firewalls will block session access by default to prevent accidental exposure of internal devices to the public Internet. You're probably going to need to add some sort of firewall rule to permit the ports you're trying to reach but if you're using OpenVPN to connect to your internal network you may be better off sticking with IPv4 connectivity.
You did mention you were trying to view/add files. Are you by chance trying to use SMB?
Great information. I also thought about the IPv6 firewall causing issues but then op mentioned it's not possible to modify the IPv6 firewall on their router. that is why I asked what kind of router they have but they haven't answered. Also, it would help to know why they even needs IPv6. That's usually a workaround for NAT issues .
Isn't IPv6 dynamic, just as much as ipv4. if so, how do you know which IPv6 IP to connect to for file sharing remotely. does ddns work? Sorry if these are dumb questions. it is obvious you have more experience in networking at the Enterprise level.
Indeed, dynamic DNS could possibly be installed on the target device to address the dynamic nature of IPv6. Another option depending on the router's capabilities, would be to implement a managed IPv6 infrastructure. In a managed configuration, your router obtains a prefix delegation then uses a combination of DHCP and router advertisements which allows you to manually configure what IPv6 addresses are allocated to client devices. This setup however also has it's challenges as how the prefix delegation could change making writing firewall rules problematic.
NEVER use chat. Like literally never. Even when it's not AI, it's someone in India with very little technical experience, getting paid 3$ an hour following a very narrow script. However, that question is over the head of even in-house Tier 1.
As for your problem, sounds like an issue with your router. If you want to know for sure, bypass it and connect direct to your modem and see if you can access the device. Why do you need to use IPv6 though? Why not just use IPv4 and forward the port? What port(s) are you trying to use? What model router? Also, you need to keep security and privacy in mind when doing what you are trying to do. I suggest asking for help on r/Homenetworking or some other networking group.

OP doesn't have a Panoramic gateway. Someone else posting an unrelated issue did. Also, OP was specifically asking about if Cox treats IPv6 ports the same way they treat IPv4 ports. Can you comment on that or point to any Cox documentation?
