Thank you for your various suggestions.
I re-set Linksys EA6400, but the port forwarding is still not working.
So, this is the observation so far:
Arris BGW210-700 to Linksys EA6400 on ATT network - works.
Arris BGW210-700 had bridge mode in 192.168.1.254 as this is a modem/router combo.
Arris S33 to Linksys EA6400 on Cox network - not working.
As Arris S33 does not have any configurable functions in 192.168.100.1, so I am assuming it passes through everything.
This is very perplexing as Linksys EA6400 is working, I am not sure if there is anything incompatible between Arris S33 and Linksys EA6400 in terms of certain functions.
Having taken another look at your previous device, it would appear it was a gateway of some sort. I'm now wondering if you're seeing hangover from previously having a double-NAT setup. In terms of network hardware, the Arris S33 cable modem is classified as a bridge which once provisioned, is completely transparent to your network. This permits your Linksys router to obtain a public routable IP address. Traffic sent to this IP address would then be forwarded to internal IP addresses in your network based on what port the traffic comes in on.
Something else to check: Do you have any router logs showing the desired traffic reaching your public IP?

Hello Everyone,
I did the factory re-set Linksys EA6400 after removing all the PCs and other devices from my LAN environment.
Finally, port forwarding is working as expected.

I was about to suggest that, is there anything showing that the traffic is even hitting the router to BE forwarded to the right port?

Yes, PPTP is enabled on Linksys EA6400.
The WAN IP on Arris S33 is showing up on Linksys EA6400.
I think I need to spend some time this weekend to try more things.

Whatever you are trying to connect with using the port forwarding, has it been provided with your NEW IP address, or is it still trying to get through using your OLD IP address?

Huzzah! I am glad a factory reset worked but I wonder what the problem was?
