Pop3 servers down?
I can sent messages but not recieve. Multiple devices same issue.

If so, you are the first to report it. Can you ping pop.cox.net? Also, any devices using IMAP? Last, where error do you get when you send/receive? Sorry, I don't use Cox email otherwise I would check for you.
