Logs for the modem also do not look good. I tried to post them here but the posting was "flagged for abuse".
In short lots of SYNC Timing Synchronization failure and Dynamic Range Window violation errors.

They found the same problem (packet loss) from the street. So... definitely not my equipment or wiring. However, as the problem is larger than my single property, they had to open a ticket with another department to troubleshoot further. So.... we'll see how that goes.

I have not heard back from anyone, but it is dramatically improved*. I was told I would get a door tag once work had been performed, but that has not happened.
*running well under 1% packet loss instead of 5%, but not actually 0% as I would expect, but probably acceptable.
