network block - please help

Im currently being blocked from using and the iP ranges that weebly owns through through , and then through .    Other networks outside of Cox are working fine for me (tried two separate cell carrier hotspots) , but Cox is specifically blocking  this , and I have fellow workers/clients experiencing the same issue  across their own home networks and multiple devices as well. 

Tried chatting into support with someone who just told me we don't do support forwarding and tried to get me to upgrade to complete care, which just really made me upset since its not my actual wifi I need to troubleshoot but a network block. Im feeling helpless since clearly this isn't a personal issue if multiple people on multiple devices and different home/work networks are experiencing the same.
