Netflix in Santa Barbara / Goleta Very Slow(multiple locations)

Same issue here in Irvine, Ca with Netflix. Youtube is similar, but not as bad. Issue on my PC and my Amazon Fire TV.  Been happening for the last week or so. 

Fast.com says I'm at 79Kbps

Speedtest says I'm at 350Mbps

Cox's own internet speed test says I'm at 0Mbps. At least it says I'm getting 1Mbps upload...
