Does MTU size have any effect on buffedbloat?

It depends if you have lots of errors (re transmissions) on your connection.  Larger packets take longer to re-transmit.

    Out-of-spec SNR and high uncorrectable codewords.

        You'll typically see one or two channels with high error counts caused by interference from other sources of EMF (OTA TV, cell phones, wireless speakers, etc).
