Low-income Internet & switching to AT&T

I am finding it hard to believe that Cox does not offer this service to families without children in the home. My only child just started college but was always on the free lunch program. We are now receiving SNAP benefits in California. I am a single mother on low income with a college student. Our only other internet in our area is AT&T and their program is open to all low income families, with or without children, for low cost high speed internet for $10 a month. It doesn't make sense to me that Cox would not offer this when their competitor does. Can you please help me understand this.
I have also recently seen that Cox expanded their eligibility to include those families participating in SNAP as well as TANF to offer this to more families, which I am one of.. but cannot get past the application process because my child has now started college.
I would like to stay with Cox and not switch internet service to AT&T but they are accepting our family into their program, Cox is not allowing access although we do participate in SNAP.
Please help me get the internet we need for me to continue working online as a ten-year Medical Transcriptionist.
