Issues when twitch streaming

I am a small twitch streamer and for the past few months when I am streaming every hour I start having issues with my upload speeds. I did a speed test during this and it said I am experience high packet loss and that my upload speed reached almost zero at one point of the test. This is only happening when I stream to twitch, the rest of the time it is fine.

    I've been fighting this issue for months!  Had techs come out, put a business grade router in that costs over $5k to test, tried different broadcast software, low bitrates, etc...  

    I didn't drop a single frame with my previous ISP, Cox on the other hand drops frames every stream to the point where it's not worth streaming.  They can say what they want, they are throttling this traffic along with other traffic.

    I can only imagine how frustrating that must be. Are you able to provide trace route data?
