white Nokia cable modem
What's the make/model? I reads like an ONT. Can you reboot it as well?
Nokia modem but I can't find the model number on it.

Yes I do. Someone mentioned to me that it could be that the netgear hardware I have is a combo router/modem which could be causing the issue. I just bought a TP link wifi router only to see if that works.

If you have an ONT (fiber), you wouldn't need a DOCSIS modem for Internet because it's a technology for coaxial cable.
The coaxial connector on the ONT would only work with Cox-specific equipment, such as the Panoramic, and if you need the Panoramic for other Cox services, such as their Wireless 4K Contour Stream Player, you may have to resort to the Panoramic. Or maybe Cox just wanted you to rent their Panoramic.
If you have cable-TV, your traditional (coaxial) cable-box may connect to the coax port of the ONT. I'm not sure.
