When I speed test, if my put my ear to my router, I can here like a static noise coming from my modem/router. Only during the speedtest. What might this mean?

I got a brand new router and the tech came out and amplified the signal saying because it was weak.
Internet proceeds to be horrrid due to packet loss. I strongly believe its packet loss because its intermittent. Thats why techs always boos thet signal get one good test then leave. Another cox user 4 houses down from mine gets identical issues to mine. Dowlnoad speeds stay high yet upload speeds in the KBPS. Upload speed is essential for streams. I'm spending more money troubleshooting the issue then it would cost to switch ISP's
Please help me stick with Cox. Cause at this point I don't know what else to do
