Try changing the DNS on one device and see if that helps. Also, any latency or packet loss when you ping the website? Last, what is your upload speed?
as of this am running ~450 down, 55 up, 17 idle latency , 53 down latency, 23 down latency
Is there a way to adjust DNS on non-PC items? Biggest issues are things like amz firestick where I didnt recall seeing that granular a setting. Is that something I could set on the cox router itself? I did change to google DNS on one PC and didn't notice much change. Since the issues only started after their planned outage, I wonder if I need to reset something on the router side? (not meaning reset the router. Done that multiple times)

If changing dns helped, you can update the DNS on the router to whatever DNS you want to use and then devices connected to it will use that DNS.

To access the advanced settings, tap on the Connect tab, then See Network. From the My Network screen, tap Advanced Settings > DNS Server. Not sure if it works as posts from moderators say it isn't supported on the gateway, but you are welcome to try.
However if your not seeing much improvement on the PC I don't think the issue is DNS. I would suggest looking at the logs under Troubleshooting on the app. If you wanted to rule out the router side of the gateway completely, you could put it in bridge mode. If that worked you would at least know where the problem is.

Have you tried testing a PC connected via ethernet to see if there is a difference?

Wyyerd fiber is 650 up and down on the 650mb plan. My kid has the 1gb plan and its 960 up and down. The latency is typically single digits.....
