Internet Out Several Times per Day!

My internet quits several times each day - usually from 2 to 15 minutes.  Resetting modem does NOT help.  This all started about 2 months ago right after COX made a big fuss about "upgrading equipment" in my neighborhood.  We had this same problem a few years ago, until they finally fixed the system.  Then, it was good until recently.  My neighbors also have the same problem.  I have called COX several times recently, but the all the operator wants to do is reset my modem.  How do I get a technician to actually troubleshoot the local neighborhood lines and equipment????
