I also live in hampton roads, but understand, Cox cable works like this -
Dark Fiber, or regular fiber feeding out, it's broken out to all areas, where it is further broken out by either fiber to the home, or coax to the home. (HFC, Hybrid Fiber Coax). So, MY internet in my area code in Va beach, will be car different than yours in Newport News.
When your internet goes out, does the light(s) on your modem change? If so, verify all connections, make sure the coax is snug, (not wrenched on), on the modem and wall connection. If you have cable tv, also verify those wires aren't loos as they can let EMI and RF into the cable and also affect your data.
