Hello Neall,
Normally a hop with 100% loss just means it is not accepting ping therefore times out and continues along. If you are still finding packet loss on route can you provide another tracert to one of these addresses so we can have a fresh example and let us know if this is still constant or an intermittent issue? Also, if still occurring have you spoken to Blizzard to see if they are aware of any known issues in their servers?
