Try this app and see if you can ping imap.cox.net when on Wi-Fi. Also what IP do you get for it? I get

Also, do you have any other devices that use Outlook/thunderbird/Macmail/what ever? Any difference wired vs Wi-Fi?
Thanks. Not sure I know what I'm doing, but I entered "imap.cox.net" in the "IP Address to Ping" box on the first task on the app's list, and I get a series of responses from 146.20.147.246

That seems to be a valid IP for Cox's IMAP but it's not the same as what I get. That might be a issue on my end. The fact that you can ping it means your getting a connection to the server so it isn't a routing issue.
Can you use a email client on any of those devices on wifi? Trying to see if the issue is isolated to the Iphone.

Yes, the only problem is on the iPhone mail app, and only on wifi. I use webmail on the other devices (laptops). I can use webmail on the phone, on wifi, and connect

The only way to isolate the issue is to try a email client(like Outlook) on one of your laptops. If that works and the one on your phone does not, it's a Apple issue. If it doesn't work on either device, probably something wrong with their servers. There was just a outage a couple days ago which you might still be effected by.
