I have intermittent buffering

I left Cox several years ago due to buffering issues. Thought I’d come back assuming the issues would have been fixed by now.  Same issues. When I try to stream a show or movie, same thing happens. Constant buffering! This is infuriating to say the very least.   Suggestions?
