How to get better Downstream SNR

I am not reliably getting my contracted download speed of 50 mbps. Sometimes 50+, but then also 22, 10, 6, or 2 mbps. Have done all the regular repowering and refreshing modem. Cox can sometimes send a refresh to modem and modem speed will return to 50+, then later speed falls. Modem is direct connected to computer so not a wi-fi router issue. Modem is Arris SB6183, a Cox approved modem. Modem is 4 months new. Arris states that my SNR should be >33 db. Out of 16 downsteam channels, my highest is 30.6, my lowest are 0 and 26.8 db. Arris states my upstream power should be between 45-51, all four of my upstream channels are 53.5 dbmv. How can I get a better downstream SNR from Cox?  and a better upstream power level?
