You didn't give any data on the problem or your setup. Does the problem affect wired and wireless connections. What model modem and router do you have? What do you mean by laggy. Do you have any ping tests or Trace routes? How does the coaxial get from the street to the modem? Any splitters or amps? Have you had a technician out?
