So after the subcontractor came to test the line to the house via his box, he found that via Coax it got 930/33, but on ethernet it got 141/28. He said that the return signal was ppor. So he went outside ( the first tech who actually wanted to test the lines to the house mind you) and tested at my box and saw the return and the ingress were both not in spec. So getting out a ladder, he tested at the tap and found the tap had low power. So he put a mocha filter on it, and replaced the line to the house and the cable ends on the line going into the house, and on the coax coneecting to the jack in the wall.
Then he retested, using his box on the Coax. He got one spike of 650/36. his second tests were 141/28, 129/27 and 121/28.
We hooked up ethernet from his test box directly to the modem. Test reported 114/28.
So now at this point he has now turned in ANOTHER maintenance work order for them to "fix it at the hub".
I don't know if this will eve be fixed.
Meanwhile, I'll be calling into Cox Billing today to get credit for Tuesday thru Sat., as my speeds currently are 131/37.
So my ongoing saga continues....A Filed Services Technician came out, (12/22) sent by the mysterious "back office" to come out and take more readings. He tried at the modem, tried replacing the modem with a Cox Panoramic, and still got the same speeds 127/33. He went out to the box to test at the line in at the house, same result. He got out the big ladder, climbed up the pole, and took readings at the tap. Turns out I have -15db tilt on my main line, its supposed to be only -8db tilt. So the fault is finally found and it is COX's !!! so after submitting the readings, he told me it would be marked a Priority but again no ETA on when it would be fixed.
Today, 12/26/2018, speeds are still at 141/28, with no word from Cox whatsoever.
I figure I'll give it until 12/31/2018 and then it will be time to make a change, one way or another.

12/28 Maintenance Technician came out and ran tests. Coax 1.42/42.
On Ethernet, 126/32. Could not explain to me what the reason was that
when a SINGLE computer is HOOKED DIRECTLY into the Modem, it cannot
pull Gigabit Speeds. He hooked his laptop up, and he could not get above 131/30.
Suggested that a House Technician come by and take a look. He left.
Later that day I get call from another House Technician who wants to come by and
test with his box and a Cox Panoramic Modem.
He stops by, verifies 1.42GB/40 at Coax coming to my modem.
Hooks up a Cox Panoramic Modem, tests via Ethernet from the new modem to his Box,
He gets 127/28. Tries again two more times, only gets 127/28.
He says Engineering has to take a look at it now, as all my lines have been replaced, and no Modem, whether my SB8200, which worked fine under ultimate, or a new unwrapped COX Panoramic Modem, will work on Gigablast, via Ethernet.
My latest Speed tests today show 126/ 29, on today 12/29/2018.
