I let my email account expire and need to re-install it. I had my old Cox acct, forwarded to a 1-and-1 server. Inted to shut down the 1and 1 account and i need to drop my domain there. HELP!

If your username was deleted you are out of luck. Cox grandfathered email service a while ago. No new usernames. I suggest using a non-ISP email provider like Gmail or Proton.
