The distinctions between POP and IMAP get blurred with advanced settings. POP was designed to remove email from the server but you can opt to override that purpose. IMAP was designed to sync the server with multiple clients but you can opt to override that purpose.
OP is confused about the protocols because the following statement doesn't make sense: "I have outlook set up as POP so that it will not be removed when I use webmail to delete it." If you first download via POP, there's nothing to remove from the server...unless you have a "POP override" enabled in advanced setting to keep it on the server.
OP just needs to review the advanced setting in Outlook.
Bruce I am not confused about the difference between IMAP and POP i have outlook set as POP to keep my emails when i download them.
Then why log into webmail to delete them? If you previously downloaded into Outlook, what do you want to delete on webmail?
since i use more than one machine i often check my email via the web. so i choose to leave a copy on the server. once i download the email to outlook i can then go on the web and delete them.

That's doesn't make sense. If you're using the "web" to check email...which assumes you're using Cox webmail...why would you need to leave a copy? You're not downloading it anywhere...you're just reading it on webmail.
Unless you're using another web client to check your email. If so, are those web clients configured as IMAP or POP?
It sounds like you're downloading the email somewhere...via POP...and just leaving an IMAP copy on the Cox server.
Either configure all your other clients as IMAP...or just use Cox webmail with the other devices...except your preferred-copy device.
i check webmail a few times during the day & usually find a few that shouldn't be in the spam folder.
from time to time i'm on a public computer & can delete emails that i don't want/need & keep them from coming into outlook email.
