Email Cox.firstname.lastname@example.org and FCC for your ping & packet loss issues
Since seems like this forums is no longer the place to ask for help or get support from Cox, I recommend emailing them with your problems and data Ping Plotter data. They will see the increased volume in their business metrics and hopefully take this more seriously than just locking the threads.
