Does Cox cap bandwidth when downloading Xbox games?

I subscribe to Gigablast and can hit around 860 Mbps regularly on a wired PC/other devices. However, my Xbox One S AND my Xbox Series X rarely break the 100 Mbps mark and average around 80-90 Mbps when downloading games or updates.

Why?
