I wouldn't have assumed a "connection" but since OP is questioning voice service, I'd assume equipment with a "voice" function, such as a fax, switch or call-blocker.

OP specially mentioned "Dial-up". I assumed it was some kind of data modem on a security system. I guess we will never know unless OP tells us the story.

Yeah, need the story. Just to clarify for OP...if OP is like most subscribers...the telephone wiring in your home only carries analog signals and everything connected to a telephone jack is analog. This is why your Cox telephone modem (eMTA) is connected to a wall hack: to convert digital signal to analog or vise versa.
