Those don't look good to me!
Lowest/worse signal I have ever seen on a D3.1 modem, and that is saying something. My guess is the amp isn't working. Either way your signal shouldn't be THAT low. I would suggest bypassing all splitters/amps and if still below -5dB for power level, schedule a technician.
