Scam. You can send an email to Cox if you want but I doubt they'll be able to do anything about it. It's not like it's sourced on Cox's Network. It probably detects your on Cox's network(by your IP) and shows you the scareware for your specific ISP. It's kind of similar to how it can know what town you're in or sometimes even your name.

A better idea would be to contact the admin of the website you were on to alert them that the popup is either coming from a source on their site or one of their ads. Either way I suggest using a browser with an ad and pop-up blocker and to ignore these kinds of scams.
