Coax not active

How is cox going to start my service at my apartment, knowing that the coax isn't active, and I wouldn't be able to connect with the self install,  then want me to pay them more money to have some one come out and plug in a wire? Or want me to sign up for the care plan or whatever after I'm already renting the modem.  I'll just cancel my service. I don't need it that bad.
