The 6190 is a D3 modem 500 down/10 up. It's old, I would replace it.
First, OP said they bought SB6190 new, so it's not old as in wear and tear. They have tried 3 modems all with the same issue. Cox classifies it for speeds up to 500Mbps/10 so it's not a compatibility issue. A D3.1 modem might help with congestion, but I don't think that's what this is. Also, OP has shown a clear signal issue in the 700Mhz range. I would suggest getting that fixed before throwing more money at the issue.
Sorry, old as in technology. It was initially manufactured in October of 2015, making the technology 9 ½ years old. In computer terms, that's ancient, along with the popular CPY the 4790 I7 Haswell chip. Also, it's got that puma 6 chipset, that a class action lawsuit against Arris was filed because of the latency issues caused by jittery connectivity.
So you are saying a modem fresh out of the box would report bad signal just because it was manufactured 9.5 years ago? Why? If your 9.5 year old car was saying it was out of gas, would you think the gas meter is broken or that you are actually out of gas? Also he tried other modems and had the same problem. On top of that, the issue was latency based like you said, which has nothing to do with speed.

Who designed this forum? What is the point of "show more"? Why not just show the entire thread? At least direct the link in the notification to the post the notification is about.
