$100 to get my Gigablast back?

My old modem just died and Cox promptly sent a replacement. The new modem is working great but is capped at 25 Mbps even though I am a subscriber to the Gigablast plan. I called support who informed me they'll have to send the technician out to get me back to 1 Gbps and will have to charge me $100 installation fee to do so!!!!

Why do I have to pay $100 to get the service back that I had for nearly 5 years!!!!

    You wouldn't have to pay because it doesn't make sense.

    What have you done so far to troubleshoot?
