    I guess Cox never mastered scalability, huh?

    Why not use your browser to makes changes to your WiFi instead?

What was the answer/fix...a reinstall?

UPDATE:  I Rejected my "answer" 'cause I ain't worthy of a fix.

I can't reinstall, because Play Store no longer has a version compatible with my device.  The answer seems to be I'm screwed.
