i found the option and enable it. i still get error for smtp server. i have outlook on my phone and i am receiving emails fine, just cannot send.

Please check your firewall and antivirus program settings, especially if they have been recently updated. They may be obstructing the client-server connection.
Also, you may have a corrupt PST file. The PST files are the data files used by Outlook to store all mailbox data. You will experience the Outlook cannot connect to IMAP Server issue if these files become damaged.

thanks, how do i check for a corrupt pst file ? nothing has changed in my environment, except i changed my cox email, deleted the account in outlook, and now i am unable to re-create it.
oh update, i can get Thunderbird to receive messages. But cannot send, get this message :-
