Hello Jfleming116,
I am not aware of any issues on our end. Have you enabled the SMTP authentication for outgoing email with your username and password? I did not see that listed in your original post. If not, can give enable it, move any emails from the outgoing box to the drafts folder, close the mail client, reopen the mail client, and try sending yourself a test email? Please let us know the results.
Thanks, how do i "Have you enabled the SMTP authentication for outgoing email with your username and password?"

Hello Jfleming116,
Thank you. It sounds like the email client is not able to authenticate the username and password. I know that you just recently changed the password, but can you give this a shot again? Also, ensure that the username does not include Cox.net. It should only contain the first part of the email address.

What options do you have for encryption method? For outgoing mail, can you choose StarTLS or something similar? I think Cox uses TLS 1.2 now. Also, you don't want SPA but instead use these instructions;
- Open your Outlook account.
- From the Tools menu, choose Account Settings.
- Select your email account from the list, then click Change.
- On the Change E-mail Settings window, click More Settings.
- Click the Outgoing Server tab, then check the My outgoing server (SMTP) requires authentication option.
