Elder Scrolls Online file update blocked

Cox is blocking access to Elder Scrolls Online file installs and updates. You have blacklisted 68.106.66.135.

This is the final straw. I am switching to AT&T who has fiber to my house for $30 less a month with UNLIMITED data allowances.

Cox blocking my game for months at a time when I am paying the highest price a home user can pay is unexcusable.
