I pull Cox Webmail into Outlook 2010 using the recommended POP/SMTP settings. I create folders and manage my active email but then go and log into Webmail on Cox.net to find that nothing has been deleted or filed. Even my created folders aren't showing up. Anyone know why?

That is the nature of how Pop3 works. Your downloading the mail off the server and leaving a copy there for you to view later. What you do to the mail inside your Outlook has no effect on the mail on the server. For that you would want to use IMAP instead. See here for setting up Outlook for IMAP. You will just have to remake your folders and re-organize your mail, but at that point, it will sync with Webmail.
