I want a very basic cable package. The cheapest I can find online is the $62.99 cox tv essential. Isn't there a package with only CBS, ABC and NBC?

If that is all the TV programming you want, you might want to look into getting some kind of indoor antenna if possible.
Besides the original investment of $ 50.00 or even less, there is no monthly cost.

You're not looking hard enough. There's a $21.99 Cox TV Starter, and the $34.99 Cox TV Economy.
